Notorious Targets

These are essentially open world bosses. They spawn and exist in the world as players do, gaining more abilities and growing their stats as time goes on.

Aside from the barkeeper rumors the pirates also have wanted posters that can spawn from packages, these will have their approximate location too making it an alternative way of finding them.

There's only a limited number of them per world at any given time and once they die they're dead forever, with new ones taking their place obviously starting from a much lower point than them.

They can spawn with a full arsenal of abilities utilizing racial abilities, fighting styles and devil fruit abilities and stats ranging from 1000-9000 doriki and 0-100 haki, essentially making them almost on par with players when it comes to possibilities.
